Dear Candidate,

Thank you for your interest in pursuing a career with the HSE.

This is some additional important information regarding this competitio 19519s1816t n. We strongly recommend that you read this document before applying for this competition.

In this document we lay out the regulations by which the competition will run. It outlines what we require from you and in what format we require it, it also explains what will happen after the interview process and how panels will be managed.

This is to ensure that we have the same information from all candidates and that candidates are treated in the same manner.

During the competition, questions that arise from candidates and responses to these queries will be recorded and posted to the job advertisement on www.careersinhealthcare.ie in a "Frequently Asked Questions" document which will be updated on a regular basis.

  1. How to apply for Staff Nurse - Permanent and Temporary Positions

You must use the Application Form particular to this post(s). You may either download it as a word document from www.careersinhealthcare.ie and type in your details which you can return to staffnurseinfo@hse.ie, or print it and fill in by hand and return by post to: The National Recruitment Service HSE, Aras Sláinte Chluainín, Manorhamilton, Co. Leitrim.

There is no need to sign e-mailed applications: we will request candidates to sign their application form at interview.

We will not be able to process applications by CV or any other method.

NB This is a competency based application form. In order for your application to be considered, the Supplementary Questions section of the form must be fully completed. If you do not complete all questions, we will be unable to process further your application

This means if you do not answer all of your competency questions in full your application will not progress, and you will not be called to interview.

E-mail applications will receive an automated response within 24 hours, which will let you know that we have received your e-mail. Candidates please note the National Recruitment Service check eligibility after the closing date for the receipt of applications. This is due to the high volume of applications. The National Recruitment Service can only accept applications received by the closing date and time Friday 31st October 2008 at 12 noon This means that if you have sent the wrong version of your application form (e.g. blank, incomplete etc), or have not attached requested relevant supporting documentation you will not be processed further.

  1. Who should apply?

We welcome applications from all suitably qualified candidates and undergraduates (i.e. final year students who graduate in 2009) who are interested in permanent and temporary nursing positions at HSE sites in HSE Dublin North East where vacancies may occur commencing 01 January 2009. All applicants should be registered or entitled to registration in the appropriate An Bórd Altranais division (this does not include candidates who require Clinical Adaptation prior to being eligible to register with An Bórd Altranais).

This includes:

Nursing Undergraduates due to graduate summer 2009
(undergraduates please read "will I get a post" section)

Current temporary employees interested in permanent opportunities

Current employees interested in working elsewhere (geographic)

Candidates who are already on a panel. Existing panels will take precedence over the new panel until their expiration date.
(Candidates on existing panels will have received a communication regarding this new competition)

All candidates interested in permanent and temporary vacancies

Non European Economic Area Applicants

While the HSE is an equal opportunities employer, in line with current Department of Enterprise and Employment Work Permit legislation, applications from non European Economic Area (EEA) citizens will only be considered in the event that an EEA citizen cannot be found to fill a vacancy. However, we welcome applications from holders of a current work permit / work visa / work authorization.

NB In order that we can process your application please include a copy (scanned) of your current work permit. Applications that are not accompanied by a work permit where necessary will be considered incomplete and will not be processed any further.

Residents in Ireland entitled to work in the state on the basis of their spouse's work / green card permit may apply. Applicants of this nature must be accompanied by the applicant's resident visa and a copy of their spouses work / green card permit. The National Recruitment Service will not invite to interview applicants that do not attach these documents to their application form.

  1. Will I get a post through this competition?

The HSE are running a recruitment and selection process to fill anticipated vacancies during the lifetime of the panel. By participating in this process you are ensuring that you will be included for access to opportunities that may occur.

A position on the panel is not a job offer and does not necessarily mean that you will be offered a post.

Depending on the outcome of your interview you may be placed on a panel in order of merit, from which permanent and temporary job offers will be made.

Undergraduates 2009

Applicants who are successful at interview and have completed their studies will remain dormant on panels and will not be offered any post until they have informed the National Recruitment Service that they are in receipt of their appropriate An Bord Altranais registration.

Dormant = you retain your place on the panel but you are not contacted about opportunities.

  1. Does this competition cover all permanent and temporary nursing posts in Dublin North East?

No. This competition will only include permanent and temporary posts for the following specified staff nurse positions in the following locations and areas (see a & b below):

(a)  Staff Nurse - General Medical and Surgical posts only in the following Acute sites:

Cavan General Hospital, Cavan, Co Cavan

Connolly Hospital, Blanchardstown, Dublin 15

Louth County Hospital, Dundalk, Co Louth

Monaghan General Hospital, Monaghan, Co Monaghan

Our Lady of Lourdes Hospital, Drogheda, Co Louth

Our Lady's Hospital, Navan, Co Meath

(b) Staff Nurse General - PCCC, Staff Nurse - Intellectual Disability Services, Staff Psychiatric Nurse - Mental Health Services, located in sites in the following Local Health Office areas:

Cavan

Dublin - North Dublin, North West Dublin, Dublin North Central

Louth

Meath

Monaghan

What posts are not included?

This competition does not include staff nurse positions in specialty areas such as ICU, CCU etc.

  1. Where are the posts located?

It is our intention to fill all permanent and temporary vacancies for the positions outlined above in HSE Dublin North East through this competition. From January 2009 all specified permanent posts will be filled through the National Recruitment Services. Existing permanent panels will take precedence over the National Recruitment Services panel until their expiration date only. Contact will be made with staff nurses on existing permanent panels to inform them of the new panel rules. However, this is a not a vacancy driven competition and posts in PCCC, Mental Health Services and Intellectual Disability Services will be offered on a geographical rather than a site specific basis. In the Acute Services Sector posts will be offered on a site specific basis.

Therefore we strongly recommend that you apply now if you are interested in pursuing a career path in Nursing or in a Nursing post in an area other than your current employment site.

Candidates may choose a maximum of 3 geographical areas / work sites per Care Area e.g. Staff Nurse General (Acute) candidates may choose a maximum of 3 Acute sites per Acute Application and a Staff Nurse General (PCCC) applicant may choose a maximum of 3 geographical areas per PCCC Application. The application form details this further.

  1. What is the selection process?

Candidates who apply must be suitably qualified (see above "2. Who Should Apply?"). Candidates must complete competency based application form, those who do not fully complete the competency based application form will not be called forward for interview.

  1. Formation of Panels

What is a panel?

A panel is a list of candidates successful at interview placed in order of merit. Candidates are awarded a mark during the interview process and the candidate who scores the highest mark is placed first on the panel. Subsequent vacancies are then offered to the first candidate on the panel. If the number one successful candidate on the panel refuses the job offer, it is then offered to the second candidate on the panel.

Once a panel is formed, it remains in existence for 1 year and may be extended.

Existing permanent panels will take precedence over the National Recruitment Services panel until their expiration date only Contact will be made with staff nurses on existing permanent panels to inform them of the new panel rules.

New Panels

County Panels - General - PCCC, Mental Health Services & Intellectual Disability

New panels will be formed on a county basis through this competition for General PCCC, Mental Health Services and Intellectual Disability Services. This means that the panel will service all vacancies in these specialty areas for Staff Nurse - HSE Dublin North East based on geographical area as opposed to a specific work site.

Candidates successful at interview who choose more than one area within HSE Dublin North East will be placed in order of merit on multiple panels. Further to this, if as a general registered nurse, a candidate is successful at both Acute and PCCC interview, this candidate will be awarded a place on both the Acute and PCCC panels.

If you are interested in more than one geographical area, please indicate this clearly on your application form. Please remember you can only choose a maximum of 3 county / geographical areas. It is essential that you choose only locations that you will seriously consider accepting.

Specific Work Sites - Acute Services

In Acute Services panels will be created for specific work sites. The purpose of the panel formed is to fill anticipated vacancies within each specific work site or service. If you are interested in more than one worksite, please indicate this clearly on your application form. Please remember you can only choose a maximum of 3 worksites in Acute Services. It is essential that you choose only locations that you will seriously consider accepting. If as a general registered nurse, a candidate is successful at both Acute and PCCC interview, this candidate will be awarded a place on both the Acute and PCCC panels. Therefore, this general nurse could be placed on up to 6 panels ie. 3 sites for Acute Services and 3 geographical areas for PCCC.

PLEASE NOTE: If candidates wish to change any of the areas / worksites which they have chosen on their application form, they are entitled to do so. Changes will only be accepted by the National Recruitment Service by emailing staffnurseinfo@hse.ie by 12 noon on Monday, 21st December 2008. No changes in relation to geographical location choices can be accepted after this time.

Marking System

Candidates are given marks for skill areas during the interview. These elements are clearly indicated in the Application Form.

Where two or more candidates score the same marks and are interested in the same panel a further ranking process will apply. A previously agreed skill area of the interview will be chosen to further rank successful candidates e.g. Karen and Mary are both successful at interview. They have both applied for Louth County Hospital. They both score 121 at interview, which would place them at joint number 3 on the panel for Louth County Hospital.

If Professional Knowledge has been the secondary ranking chosen then the candidate who has scored highest in this area will receive the first job offer.

Karen scored 19 in the Professional Knowledge element and Mary scored 18. Karen will be number 3 a. on the panel and Mary will be number 3 b. on the panel.

Where candidates have the same mark on the secondary ranking, an additional ranking will be applied and so forth.

Please note that the HSE reserves the right to contact all available successful candidates in the event of any existing local panels expiring or becoming exhausted prior to 31st December 2008.

The HSE reserves the right to extend the life of the panel to fill any vacancies which may arise.

  1. Acceptance / Refusal of Job Offers

The National Recruitment Services will require that you include in your application form your:

mobile telephone number

e-mail address

These are the communication channels which we will use to contact you. If you change your e-mail address or mobile telephone number it is your responsibility to inform the National Recruitment Services.

Permanent Whole Time Posts

You will have one working week in which to express an interest** in a permanent post. You will be made aware by an "alert" text to your mobile phone to advise you of an e-mailed letter regarding the details of the post and the last date by which you may express an interest. You will also receive a description of the post / service as well as contact details for the Director of Nursing / Service Manager or their representative to discuss the service / department. We strongly recommend that you do so.

The National Recruitment Services may notify more than one candidate, in order of merit that a permanent post has arisen. This notification invites an expression of interest in a post and should not be considered an offer. The candidate who expresses an interest in the post and is highest in order of merit will be offered the post. Candidates on existing permanent panels and the National Recruitment Service panels who do not express an interest or who reject a post when offered will be moved to the bottom of the panel for that geographical area / acute worksite.

Candidates on existing permanent panels and the National Recruitment Services panels who accept and start employment in a permanent post will be removed from all panels.

This includes panels by Care Group ie. Acute and PCCC in addition to location ie. geographical area / worksite.

Therefore, when a general registered nurse, who appears on both Acute and PCCC panels, accepts and commences employment in a permanent post, they are removed from all Acute and PCCC panels.

Permanent Part Time posts

Vacancies may arise that constitute less than one full time post (i.e. less than one full working week). Where possible we will endeavour to merge vacancies together in order to create a full time post. If this is not possible we will offer the part time post to candidates in order of merit. Candidates who do not express interest** or decline a permanent part time post will not lose their ranking on the panel.

Permanent part time posts will be communicated to candidates in the same manner as permanent whole time posts.

Candidates who accept and start employment in a permanent part time post will not be removed from panels.

Temporary Whole Time or Part Time Job Offers

You will have 24 hours in which to express an interest** in a temporary post. You will be made aware by an "alert" text to your mobile phone to advise you of an e-mailed letter regarding the details of the post and the time by which you may express an interest in the job. You will also receive a description of the post / service and contact details for the Director of Nursing / Service Manager or their representative to discuss the service / department if you wish to do so.

The National Recruitment Services may notify more than one candidate, in order of merit that a temporary post has arisen. This notification invites an expression of interest in a post and should not be considered an offer. The candidate who expresses an interest in the post and is highest in order of merit will be offered the post.

Candidates, who accept a temporary post and are issued with a contract, will be classified as "dormant". This means that you will not be contacted regarding any further temporary posts, which arise unless you notify the National Recruitment Services. At any time, after you take up duty should you be about to become available for temporary work again, you can contact the National Recruitment Services, who will immediately reactivate your status on the panel confirming your availability for temporary posts.

Candidates who take up temporary positions will not forfeit their ranking on the permanent panels. Candidates who do not take up or express an interest** in temporary vacancies will not forfeit their ranking on the panel.

Regardless of whether a candidate's status on the panel is dormant (due to accepting a temporary post) or active, it will not affect in any way expressions of interest / job offers for permanent positions.

** Expression of Interest - What does this mean?

An expression of interest simply means that you indicate that you would be interested in this job should it be offered to you.

  1. Competition Time Scales

Closing date for Permanent and Temporary Staff Nurse - HSE Dublin North East: 12 noon on Friday 31st October 2008

It is anticipated that interviews will commence Monday 1st December 2008

Candidates who do not confirm their interview attendance prior to the date and time supplied in the invitation to interview will have their slot cancelled.

  1. Interview Locations

Interviews will be scheduled centrally in Dublin.

Interviews will be held in person only, therefore candidates must be available to present for interview in Dublin. Interviews will be held on the dates specified by the National Recruitment Service, no subsequent or alternative interview dates will be offered to candidates. There will be no alternative interview methods e.g. telephone / video conferencing.

You will also be required to produce the following documentation prior to conducting your interview. Candidates who do not bring the required documentation listed below will not be admitted to interview.

Form of photographic identification i.e. drivers licence, passport or student I.D. This identification will be checked and returned to you immediately on the day.

Garda Vetting Form - you will also be required to complete a Garda vetting form which will be enclosed in your invitation to interview letter. You will be required to fully complete this form and return it to the National Recruitment Service staff on the day of interview. All candidates must complete the Garda vetting form. This includes current HSE employees. We strongly recommend to avoid delays on the day of interview that you complete your form as per the instructions enclosed with your form.

  1. Police Clearances from Abroad

It is the responsibility of the candidate to obtain police clearances for all jurisdictions in which they have lived and worked in excess of six months outside the Republic of Ireland.

In the absence of these clearances, you may remain dormant on panels and may not be offered a post. Therefore, we advise you to commence the processing of your police clearances from abroad once you have been placed on the panel to ensure your availability to commence employment if a position should become available.

Appendix 1

EEA Nationals

EEA nationals who do not require work permits / visas / authorizations are nationals of the following countries: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, The Netherlands, Portugal, Spain, Sweden, United Kingdom, Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia, Norway, Iceland, Liechtenstein, Switzerland.

Bulgarian and Romanian nationals will continue to require a permit to take up employment in Ireland and the job will continue to be subject to the current requirement for a labour market test. Bulgarian and Romanian nationals who are already in the Irish State on a valid employment permit for an uninterrupted period of 12 months or longer prior to the 31st December 2006 will not need an employment permit.
