Tuggeranong Valley Cricket Club



Established in the summer of 1984/85 the Tuggeranong Valley Cricket Club has grown to become one of the most successful clubs in Canberra. With a juniors base that was considered the biggest in the world for a local cricket club and the financial backing from the Vikings Clubs it i 14514b122o s no wonder the club has won the ACTCA club championship the last 3 years in a row. TVCC fields teams in first to fifth grade as well as a second team in fifth grade, a city suburban team and a women's team. This is a total of eight teams making up membership of TVCC of around a hundred players. This backing from the Vikings Clubs has allowed TVCC to have the best facilities in Canberra with turf practice pitches and a new state-of-the-art clubhouse. These facilities are the envy of all other clubs in Canberra. The club is responsible for the running and maintenance of three turf pitches and grounds in the Tuggeranong region. Because of the popularity and success of this club a clubhouse and an upgrade of the Chisholm oval was unveiled in 2004. Because TVCC is a sporting body which is a non-profit organisation it relies heavily on a volunteer workforce. For the organisation to run successfully various legislation and policies need to be put into place. One of these is the occupational health and safety policy to avoid financial ruin from an expensive lawsuit caused by an injury sustained while under jurisdiction of the club.

The three ovals are not enclosed ovals so therefore the general public has access to these ovals. Firstly these ovals have to be maintained to a level where there are no dangerous hazards such as large holes, hidden or dangerous obstacles etc. If there are obstacles or apparatus that can be used in an illegally or in a dangerous manner the club should have a sign up indicating the potential hazard. This is a requirement if there are injuries caused by the public using the apparatus in a manner to which it is not intended. One way TVCC avoids some of these potential hazard is by locking the practice nets while not in use and having the sight screens padlocked to the ground so they do not move or are able to tipped over if someone is climbing on them. TVCC employs a groundsman to maintain these three ovals, not only for playing games of cricket on but also keeping them in a safe condition. TVCC must take out Public Liability insurance for these premises. This is part of their general insurance policy. This would cover injury to the general public including spectators at the ground and players of the opposition who injure themselves at these premises but not in the course of the game. If an opposing player does get hurt playing cricket at these premises their club's sports insurance policy would cover this injury. TVCC is covered for Public Liability for up to $10 million.

With the opening of the clubhouse, TVCC had to take into consideration risk management in the clubhouse because food is prepared there and alcohol is sold and consumed on these premises. TVCC follows the rules and regulations set out by their liquor licence. This licence states they must follow the rules set out by the governing body or their licence may be revoked. Some of these rules and regulations are:

The responsible serving of alcohol.

Do not sell alcohol to any one who is intoxicated.

No alcohol is to be brought on to the premises or within 50 metrer of the clubhouse.

No serving of alcohol outside the time frame stipulated.

No underage drinking.

Food is prepared for teams playing at the Chisholm ovals. Care is taken with food and drink spills. These spills are cleaned up immediately and sign supplied by the club indicating a hazard with wet floors is displayed until dry. Food preparation follows strict hygiene rules which are displayed on a sign hung in the kitchen. Only nominated volunteers are allowed in the kitchen and behind the bar. There is plenty of refrigeration for storage of food and perishable goods. TVCC also hires a junior member of the club to come and clean the clubhouse once a week. This member also cleans the adjoining change rooms and toilets and these are well ventilated when in use and cleaned after every training session or game. The club also hires a hopper to dispose of any waste produced at the clubhouse. This is cleared as required. All these facilities are locked when not in use by the club so they are not open to the general public. Use of the clubhouse is strictly monitored by club officials. The building has a security alarm installed and fire alarm and sprinkler system. The clubhouse itself has commercial property insurance, which covers theft, damage by vandals, natural disasters such as storms, lightning strike etc and fire.

TVCC is insured with Jardine Lloyd Thompson Pty Limited (JLT Sport). This policy covers injury to all registered players with the club. At the start of the season the club officals indicate that if you have not paid and registered you will not be selected to play until these conditions have been met. If you have not registered and paid you are not covered by TVCC's player insurance. Twenty percent of club membership fees pays for this insurance. For an adult playing member registration fee is $350 so $70 of this fee goes towards player insurance. This insurance not only covers physical injury that occurs while playing or training for TVCC but covers loss of income, rehabilitation and legal costs caused by liability.

At the start of each training session the players are required to sign and state any pre-existing injuries and this form also indicates that you were present at the training session. The purpose of this is to avoid conflicts if injury does occur. The club also employs acreditied coaching staff at training sessions to take the players through safe warm ups, cool downs and stretching excersies before and after training to prevent injury. Theses coaches also oversee the training session to make sure it is run in a safe manner. The club also encourages the use of protective equipment such as pads, gloves, helmets, box and thigh guards to prevent injury.

One safety aspect lacking at the moment with the TVCC is the use of First Aid officers. While some players and officials are qualified First Aid officers and they are present at training and games there is no offical registry of these officers. A list of First Aid officers should be give to all players at the start of the season so if an injury does occur and require attention these players are known and can be found easily.

All Australian Cricket Clubs, Affiliations and Associations participating within organised club competetions (excluding National and State representative teams) including all members, regional boards, players, volunteers, officals, trainers, umpires, coaches, directors, officers, committees, sub-committees and work experence studnets are covered by the JLT Sport policy.

Participants are covered by TVCC's policy when:

  • Playing in club and representative games, competitions or performances organised by TVCC.
  • Participating in training or practice session or official functions organised by TVCC.
  • Travelling directly to and from the above games, competitions, trainings and functions.
  • Engaged in activities during a tour representing TVCC.
  • Engaged in organised social or administrative activities.

"The aggregate Limit of Liability for all claims in respect of any one injury or series of injuries to any number of insureds arising out of one occurrence should not exceed $10 million."[1]

The maximum payout for the unlikely occurrence of death caused by injury resulting from activities as listed above is $100,000. While the maximum payout for an injury resulting in Quadriplecia or Paraplecia covered by this TVCC's policy is $250,000. All other payouts are listed in Appendix 2.

Appendix 1 outlines the on going expenses that the insurance policy will cover but are not necessarily medical expenses and also expenses not covered by Medicare. These expenses include physiotherapy, dental, ambulance, funeral costs and other associated non-medical on going costs.

Appendix 2 lists the benefits for individual injuries and the payout amount. These two lists in Appendix 1 and Appendix 2 are the actual payouts for the TVCC policy covering its members taken from JLT Sport Insurance.
