Appendix 2.

Under international laws, sovereign right for chart production can not be extended beyond the territorial waters and this right can by no means be related to high seas. Since every nation has the right to produce geographic information in international waters, Turkey considers the term "Coastal Area" in Appendix 2, Annex C, refers not to an area for which a nation has a sovereign right to produce chart, but to an area for which that nation solely accepts the responsibility of production.
